Malcolm Foy, B.Sc., is a senior environmental biologist with LGL, with over 30 years of work experience. For the past eight years Mr. Foy has worked almost exclusively with First Nations in northern British Columbia and the southern Yukon. He is a key member of the Kaska Dena team that is negotiating a treaty with British Columbia and Canada, and a land claim with Yukon and Canada. His primary role in both these negotiations has been to provide technical advice and support regarding land and resource issues, including those related to mining, oil and gas development, and water rights and use. On behalf of the Kaska Dena, Mr. Foy has worked on a variety of other issues including: the collection and archiving of traditional use and occupancy information; the provision of technical advice to the BC First Nation representative on the Mackenzie River Basin Board; the development of a strategic plan for land and resource use within the Kaska Dena traditional territory; and the development a recreation management plan for the Muskwa-Kechika Special Management Area in northern BC. Many of these studies and initiatives have involved extensive consultation with Kaska communities and membership, consultation and work with other First Nations including the Tsay Keh Dene and Fort Nelson First Nation, and close work with federal, BC and Yukon government officials. He is also currently assisting the Tahltan Central Council in its participation in the environmental assessment processes of several mining projects within the Tahltan traditional territory.

Mr. Foy's technical expertise lies primarily in the field of aquatic biology, in aspects of biological oceanography, limnology, fisheries science, and water quality. Over his career, he has participated in a variety of biological or ecological research projects throughout Canada and Alaska, and has managed many planning or environmental assessment projects that integrated the skills of a variety of specialists.
